Challenges to the Peace Agreement

Once the President of Argentina at a summit of Shanghai Corporation Organization said; “There is only one solution of all disputes and that is dialogue, dialogue and dialogue”.

After 9/11, the USA started war on terror in Afghanistan to fight against terrorists and achieve the goal of peace.

In this war, thousands of innocent people died, millions became refugee, the entire structure of Afghanistan got destroyed, the region faced instability and threat to security. But finally, the United States and Afghanistan signed a peace agreement in Doha on 29 February 2020. The super powers are too late to realize that, “blood always draws blood”.

The peace agreement between the United States and Afghanistan comprises of four parts. First, guarantees to prevent the use of Afghan soil by any international terrorist groups or individuals against the security of the United States and its allies.

Second, a timeline for the withdrawal of all the US and coalition forces from Afghanistan and the third is a political settlement resulting from intra-Afghan dialogue and negotiations between the Taliban and an inclusive negotiating team of the Islamic Republic of Afghanistan.

A permanent and comprehensive ceasefire is also a part of the agreement.

The peace agreement faced some internal and external challenges. The first challenge is about intra-Afghan dialogues between Afghan government and Taliban. There are extreme differences within Afghan government and with Taliban as well.

The ink of peace agreement was not yet dried and Taliban attacked on Afghan military forces in Helmand and Kunduz. In retaliation, the United States launched an air strike on the Taliban. In addition, the President of Afghanistan’s statement on his visit to Nangarhar about the exchanges of prisoners shows his incompetence.

Secondly, it is clearly noted in agreement that, the United States fulfills all commitments including withdrawal of forces, reaching a political settlement and sustainable ceasefire if Taliban fulfill all their commitments.

In Afghanistan, certain conditions are created which make hurdles for Taliban. Thirdly, India did not want peace in Afghanistan. India has good relations with Afghan government and establishment and deeply rooted in Afghanistan’s political structure.

India has serious concerns over Taliban deal with the United States. So India will try their best to make this deal unsuccessful.

So in the entire scenario, the question is will both the parties; Afghan government and Taliban meet on a common point to continue the peace agreement? Will the United States stands on its commitments?  Is the Afghan government sincere to deal with Taliban? And how the Afghan government deals with external factors which are not happy with this agreement?

So these are some important questions and challenges as well for all parties to reach their goal. If now, all major stake holders fail to maintain peace and not reach a political settlement, then it would be a dream for the people of region to see peace in their lives.
