Proposed amendments in accountability laws malafide: Raza Rabbani

ISLAMABAD: Former Chairman Senate on Wednesday criticized the proposed changes the laws in the laws of anti-corruption agency, the National Accountability Bureau (NAB), calling it victimization of politicians. 

Mian Raza Rabbani (PPP) , who served as Chairman Senate from March 2012 to March 2018 said the  proposed amendments are selective. He claimed that special laws and special courts are only for political class.

Two task forces on Civil Services reforms, headed by Dr Ishrat Hussain, the adviser to Prime Minister have proposed amendments in NAB law related to civil bureaucracy.

According to that proposed amendment no reference, investigation or arrest will be initiated by NAB till substantial material is placed before a proposed supervisory committee. 

The committee consisting of peers from different institutions would give a go-ahead before a reference will be filed against the bureaucrats.

Raza, in a statement termed the proposed move a compromise and reduce the scope of the accountability process.

According to him, the solution lied in a Federal Commission for Accountability, wherein, there was  one law. Commission , would provide for accountability across the board and all segments of society would be try able under it. “The details had been given in my open letter to the people of Pakistan dated 12th January, 2017,” he said.

However,  former Speaker National Assembly Sardar Ayaz sadiq(PML-N)  said a commission should be formed, including the NAB chairman, its prosecutor general and some other senior officials, which should take decisions like arrests, start of inquiry or investigation, filing of references in accountability courts etc. “This will ensure that no single person is in a position to manipulate the process and victimise political opponents. It will do away with the arbitrariness.”
