Raza Rabbani alleges NFC Award freeze violates constitution, weakens provincial rights

ISLAMABAD: Former Senate Chairman Mian Raza Rabbani has alleged that the “Narowal lobby” within the Federal Cabinet with the International Monetary Fund (IMF), has circumvented the National Finance Commission (NFC) Award and violated the Constitution of 1973.

In a statement, he said that the freezing of the share of the provinces from the Divisible Pool for the next three years, means there will be no new NFC Award in violation of Article 160, Constitution, 1973.

He pointed out that the present NFC Award was announced in 2010 and, continues till date in violation of the Constitution, 1973.

“Over a period of three years the depreciation of the Rupee, will curtail the actual share of the provinces in violation of Article 160(3A), Constitution, 1973,” he stated.

Mr Rabbani said that the Federal Government is playing off Article 164, Constitution, 1973, against Article 160, Constitution, 1973, something which is dangerous for constitutional rule, the sanctity of the Constitution is damaged.

” the elite ruling class should realize that fiscal devolution is the cornerstone of participatory federalism, if this concept is tinkered with, it will shake the foundations,” he stressed.
