ISLAMABAD: Former Senate Chairman Mian Raza Rabbani on Friday criticised the government over delay in convening meetings of Council of Common Interests (CCI), calling it a violation of the Constitution.
In a statement, he said the CCI had not met for the last 18 months, described the delay as condemnable.
Mr Rabbani said the government has convened only one meeting of the CCI during its 32 months in office.
“The CCI met once during the caretaker government’s six-and-a-half-month tenure. Similarly, only one meeting was held during the coalition government’s tenure of more than 15 months,” he said.
He added that the Federal cabinet has been dealing with the subjects in the Federal Legislative List, Part-II, in violation of the Constitution, 1973.
He noted the failure in convening the CCI meeting, as mandated by the Constitution, 1973, reflected the government’s scant regard for its constitutional responsibilities.
He also observed that the state was unwilling to accept the concept of participatory federation, as provided in the Constitution.
Article 154 of the Constitution requires the CCI to meet at least once every 90 days. The council last met on April 28, 2025.
According to media reports, since 2010, the CCI has held a total of 41 meetings, while the constitutional requirement to convene meetings every 90 days has reportedly been violated on 21 occasions.
